OCEAN MAIL CONTRACTS SYSTEM :TO BE REVISED. NEW YORK, June 19. (Received June 20, at 11.15 p.m.) The New York Times Washington correspondent says: “It is learned that President Roosevelt, at the next session ofs. the Congress, will completely revise the system of granting ocean mail contracts. Since the revelations by the Senatorial Committee no new contracts have been let and none have been extended. In the meantime, it is understood, the President is extremely exercised at the figures, which indicate that the Government paid about 100,000,000 dollars for carrying mails, which at ordinary rates would not exceed 15,000,000 dollars. Of 43 contracts now in operation less than one-third are considered essential or necessary.
