GREEN ISLAND COUNCIL

MONTHLY MEETING The monthly meeting of the Green Island Borough Council was held last oveuin/r, and was attended by the Mayor (Mr W. O. Smellie) and Crs G. Orange, T. Tomkins, J. C. Russell, 11. Taylor, V. Pringle, P. Winders, F. Wright, W. Miller, and T. M'Ahan. The Reserves Committee recommended that a hedge be planted on portion ot the southern and eastern boundaries ot Miller Park Domain. It was alt>o recommended that an avenue of trees be planted oil the section at the Southern end of Binnie street and Abbotsford road, and that a fence be erected round the section at an approximate cost of £9. —The recommendatious were adopted. The \\>iter and Lighting Committee recommended that lights be erected in Abbotsford road between Binnie and Neil streets and on Main road near the junction of Main and Brighton roads, and that a complaint be lodged in reference to poor water pressure in the borough.—The recommendations were adopted. The Works Committee recommended that the application from W. J. Bennett to have concrete kerbing on Main road extended bo reconsidered when the 1934-35 estimates were being framed. It was also recommended that the district engineer bo asked to modify proposals for footway under Walton Park branch railway bridge, and that application be made to the chairman, No. 17 Highways District, to have Short street and portion of tho Kaikorai Valley road declared a highway.—The recommendations were adopted. On the recommendation of the Finance Committee, Cr Miller was appointed the council's representative to meet the Mosgiel Borough Council in reference to representations being made by the latter body to secure improvements in MosgielDunedin railway facilities. The Railways Department wrote in reply to the council's representations that shunting operations on the Walton Park branch line in the vicinity of the Geddefl siding should be carried out at a time when children were not going to or from school, stating-that the movements at the siding, were slowly performed, and every precaution was taken. To make the alteration as requested would cause a good deal of inconvenience.—lt was decided to ask that an automatic warning signal should be installed at tho crossing. Accounts amounting to £IB6B 15s were passed for payment. ENGINEER'S REPORT.

The engineer's report for the month of April was as follows: Footpath. Brighton "Road.—The estimate of £750 for the necessary work in order to provide a footway under the Walton Park branch railway is, very much in excess of what was anticipated by the committee, and it is recommended that no further action be taken in the matter. , ■ General Works.—The sealing in Abbotsford road has been repaired, and the retaining wall opposite Binnie street is completed. The junction 6f Will and Brown streets has been repaired with metal • and blinding, and North Taieri road and Neil street have been attended to in the same manner. Prosser street and Kaikorai Valley road have been resurfaced. tt • ' Works Under No. 5 U.B. Scheme.— The kerbing an/1 channelling in leignmouth street, between Exmouth and Totness streets, is well in hand, and on completion the group will be transferred to that portion of Teignmouth street between Paterson and Exmouth streets. A commencement has been made with piping the stormwater through part ot allotments 64 and 65, block 111, Township of Green Island (York street), and this work should be completed during the incoming week. On the Main road near Prosser street kerbing and channelling has been comnlcted for a distance of four chains. The group has been transferred to Mulford street. Past Year's Work—The expenditure on wages for the year ended March 31 was £974 14s 3d. The sum of £415 0s 9d has been spent on the Dunedin-Inver-cargill main highway during the past 1months and the amount has been found by the various local authorities interested as follows:—Main Highways Board, £3OO 19s; Dunedin City Corporation, £27 lis 2d; Green Island Borough Council, £54 12s 7d; Taieri County Coupeil, £3l 18s. Authority is in hand for the widening of the pavement at Ross's corner, and this will make a distinct improvement to the intersection with ; the Kaikorai Valley road. The principal work done on this highway beyond ordinary maintenance was v the repairing of the hot mixed pavement at Browns Hill and at Look-out Point. In both places there is still further work to be done, and provision has- been made for it in the. estimates.' The Green IslandTaieri Mouth highway was tar-sealed throughout its' entire length within the borough and has already been of _ great assistance to traffic from the point ot view of a hard running surface and the absence of dust. It was treated with one coat of tar, and it is hoped that provision will be made this year to provide a second wearing coat of bitumen, when no further expenditure should be required for two or three years. A large amount of useful work has been undertaken in connection with the Unemployment Board's No. 5 scheme, and the loan raised for the supply of material and cartage has been economically expended. The improvements in the street and the drainage of the borough must be apparent to everyone.

The report was adopted. MAIN HIGHWAYS

The engineer's report on the work done on the main highways during the month was as follows: — Dunedin-Invercargill.—A considerable amount of work has been done to this highway in repairing portions of the broken bitumen, pot holes, and trimming the shoulders. The pillar at the south end bridge over the Kaikorai Stream on the main highway has been put back into its position and concreted in. Green Island-Taieri Mouth.—This highway is in good order, and is standing up very, well to the traffic. . The estimates for the maintenance of these highways are required for the Main Highways Board by May 9. It appears necessary to deal with portion of the Look-out Point Hill and Browns Hill in a manner similar to that adopted last season, and it is recommended that the same amount be expended—i.e., £475, which would be found as follows:—Main Highways Board, £356 ss; Dunedin City Corporation, £3O 7s 0d; Green Island Borough Council, £59 3s 9d; Taieri County Council, £29 3s 9d. In regard to the Green TslandTaieri Mouth highway it is essential that the first coat of tar-sealing should be protected with a coat of bitumen within the first year, and it is •recommended that provision be made to have this work done. The total cost would be £2JO 15s, and would be payable as follows:—Main Highways Board, £l4O 10s; Green Island Boroush Council, £49 3s 6d; Taieri County Council, £2l Is 6d. The report was adopted. WATER AND LIGHTING.

In his report to the Water and Lighting Committee the engineer stated: The necessary attention has been given to the system, and two new residences have been connected to the mains. The system is in good working order. The service from the city lias been unsatisfactory at times during the past fortnight, and many of our services on the higher portions of the borough have not been available. The pressure has been as low as COlb per square inch, when it should have been 1401 b. We have received many complaiuts about the unsatisfactory service, and I suggest that the supply authority should advise us when the usual service cannot be maintained. The report was adopted.
