AMERICAN COMMUNICATIONS THREE POSSIBILITIES. WASHINGTON, December 13. (Received Dec. 14, at 5.5 p.m.) That the Government is making an intensive study of the communications problem, with preliminary reports tending towards the creation of a merger of all private telephone, telegraph, and radio agencies under Federal regulation, was disclosed to-day by .the submission of a report from a department of the Commerce Committee to President Roosevelt setting out three possibilities as follows: 1. Continuation of the existing conditions. 2. The creation of monopolies in the communication fields under strict Government regulation. 3. Government ownership of communications.
