CONSTITUTIONAL REFORMS IMMENSE POSSIBILITIES (British Official Wireless.) (United Press Association.) (By Electric Telegraph—Copyright.) RUGBT, December 12. The constitutional reforms proposed for India offer immense possibilities of selfgovernment, according to a Government of India report entitled “India in 1931-32.” The report states: “ There is little doubt that large sections of political India will welcome and endeavour to work the new Constitution, and sober opinion reviews the results achieved as solid and satisfactory. In the period reviewed the influence of the Congress Party showed gradual decline. The emergency measures of the Government gradually eliminated the subversive activities, and in 1932 the convictions for civil disobedience fell from 14,803 in January to 1545 in December. The majority of the persons convicted had abstained from further participation in the movement after their release. Nearly 329,000,000 acres, or 34 per cent, of the acreage, was sown with crops. The balance of trade with the United Kingdom moved in favour of India.”
