CABINET RECONSTRUCTION
BORDERING ON DICTATORSHIP,

It is believed that the reconstruction of the Cabinet will approximate to a dictatorship, with Dr Dolfuss concentrating in his own hands the command of all the armed forces.
THE REFORMED CABINET.
VIENNA, September 21 (Received Sept. 22, at 1.45 a.m.)
Dr Dolfuss is now Chancellor, Foreign Minister, and Minister for Agriculture, Public Security and Defence, controlling the army, the police and the gendarmerie. The reformed Cabinet is a simple body consisting of only five members and seven State secretaries. Dr Fey, hitherto Minister for Public Security, becomes Vice-Chancellor in place of Herr Winkler. Dr Buresch remains Minister for Finance. Facts so far revealed indicate that Dr Dolfuss capitulated to the Heimwehr, apart from their demand that Dr Fey be made an executive Minister. Nevertheless, Dr Fey, after the Chancellor, is now the most important man in Austria. A year ago he was merely a subordinate leader of the Heimwehr, which originally was the smallest party in Parliament, but is now the greatest power in the land.
