AMERICA OR JAPAN? SECOND ACT IN STRUGGLE (United Press Association.) (By Electric Telegraph—Copyright.) LONDON, September 11. The Daily Express says that following President Roosevelt’s £47,000,000 naval appropriation, Japan’s demand for a 10-10-7 ratio is the second net of the struggle between the United States and Japan for Pacific supremacy. America’s intention to build 37 warships has stimulated Japan to spend £07,000,000 on warships. The Express emphasises that Britain remains 800,000 tons below the London Treaty allowance, whereas the United States and Japan intend reaching the limit.
