THE BUILDING PROGRAMME PRESIDENT’S APPROVAL. NEW YORK, August 2. (Received August 2, at 8 p.m.) A Hyde Park message says that President Roosevelt to-night approved plans for the construction of 21 new warships for the United States navy in a 238,000,000 dollar building programme.
