The Bombay Government has issued a statement explaining the reason for Mr Gandhi’s arrest, quoting his own words as showing his attitude towards disobedience. The Government maintains that there is no real* distinction between mass and individual civil disobedience, and states that Mr Gandhi contemplated that individual disobedience would lead to mass civil disobedience. The Government anticipated a repetition of the unfortunate result of the past civil disobedience campaign. The Government refused Mr Gandhi’s offer to make over to it his seminary on the grounds that it was no concern of the Government’s so long as the taxes were paid.
