UNIVERSITY COUNCIL

MONTHLY MEETING The monthly meeting of the Otago University Council was held yesterday and was attended by Messrs W, J. Morrell, Vice-Chancellor (in the chair), F. W. Mitchell, J. Robertson, J. C. Stephens, L. D, Ritchie, Colin Gilray, G. R. Ritchie, James Wallace, J. M. Butler, J. W. Dove, Sir James Allen, Dr Inglis, Sir Undo Ferguson, the Rev. D. C. Herron, Dr James Fitzgerald, Archdeacon Fitchett. NEW MEMBER WELCOMED. Prior to commencing the business, the Vice-Chancellor welcomed to the council table Mr J. M. Butler, who had been elected to the council as representative of, the Court of Convocation, for the term ending June 30, 1934. j CORRESPONDENCE. The Director of Education wrote stating that Cabinet had approved of a grant of £11,993 for the year ending March 31, 1934, to be allocated as follows: —£4400, arts and general; £1215, dental; £2200, home science; £3677, medicine; £5Ol, mining.—The Vice-Chancellor remarked that the total of the grant was the same as last year, but the amount allocated to the different departments varied. —The letter was received.

The town clerk, Dunedin, wrote advising that Cr A. H. Allen and Mr J. JClark, .in addition to the Mayor (the Rev E. T. Cox), had been appointed the City Council’s representatives on the Committee of Management of the Museum fox the year ending June 30, 1934. The librarian (Miss Gordon) reported gifts of the following books to the library:—“Supreme Court Forms,” from the author (Mr J. C. Stephens); “ The Position of New Zealand in Relation to the Statutes of Westminster,” from the author (Mr W, A. Curzon-Siggers), and other volumes from Dr Young, the Editor, Otago Daily Times, Dr Fisher, and the Carnegie Corporation. Advanced chemistry students had made a gift of £2 2s, being the cost of binding certain volumes. —It was decided to thank the donors, and the congratulations of the council were tendered to Mr Stephens on the reception accorded his book. Mr W. M. Kirkwood wrote asking permission to run ap aerial from the Dental School to the back of his residence. —The matter was referred to the Works Committee with power to act.

The Under-secretary, Public Works Department, wrote accepting the council’s offer to sell the portion of Pebbly Hills land taken for afforestation purposes, at £lsoo.—The Vice-Chancellor said that in this matter the council was indebted to the Reserves Committee, and particularly to_ Mr Deans Ritchie.—The letter was received.

A letter was received from the registrar, Victoria College, expressing sympathy with the council in the loss of its late Chancellor, Sir Thomas Sidey.—The ViceChancellor said he was sure that the council appreciated sincerely the fraternal letter from Victoria College, which showed the feelings that were entertained towards their late Chancellor by people beyond Dunedin.—lt was decided to return sincere thanks for the letter, and to forward a copy of it to Lady Sidey. STAFF CHANGES. Miss M. L. Orange wrote resigning her position as from July 31. in view of her approaching marriage.—The resignation Was accepted. Dr Benham wrote recommending that Misa Catherwood be placed on the permanent staff as from June 1, 1933.—Approved. Dr Inglis wrote stating that since Mr M. S. Carrie had been awarded a national research scholarship it was necessary to make fresh arrangements for demonstrators. He recommended that Mr G. J. B. Hunter be given his position, and that Mr Goodey be appointed to Mr Hunter's position.—Approved. The dean of the dental faculty (Dr Dodds) reported the appointment of Miss K. Stafford to the position of dental nurse as from Thursday, June I.—Approved, FINANCE COMMITTEE. The Finance Committee reported having considered a letter from Mr H. D. Skinner suggesting that he should be appointed Hocken lecturer in Polynesian ethnology, and that his salary in respect of the lectureship be charged to the Hocken bequest.—lt was resolved that a committee consisting of Mr J. Wallace, Sip James Allen, Dr Inglis, Mr W, J. Morrell, Sir Lindo Ferguson, and Mr Gilray be set up to consider—(l) the establishment of a Hocken lectureship in ethnology, (2) the disposal of the balance of the fund.

The committee considered a request from Dr Focken that his leave of absence be extended to two years.—lt was resolved that the request be not granted in term s of Dr Jack’s letter. It was resolved that the position of assistant in the School of Mines be advertised at a salary of £lO4 per annum, the schedule of duties to be prepared by the dean of the mining faculty; that the position of janitor of the Students’Union be advertised at a salary of £lB2 per annum; that a committee consisting of the chairman, Mr J. M. Butler,-and the registrar draw up the schedule of duties; that the Council contribute £B6 10s towards the salary, the balance to be paid by the Students’ Association; that the allocation of the £B6 10s be referred to the Budgeting Committee, and that the Students’ Association undertake the responsibility for payment of any additional charring-required.

The committee considered a letter from Dr Speight, hon. secretary of the medical staff 'of the Dunedin Hospitaj, regarding the voluntary blood transfusion service. He asked that the blood of the donors might be. examined free of charge by the laboratories, although the transfusions might not be entirely confined to patients of the Hospital.—This request was agreed to. Professor Strong wrote requesting that Mrs Eastgate be paid the sum of £22 Is for a course in voice production given to senior students.—lt was resolved that the payment be made for the current year, and the council recommended to appoint Mrs Eastgate as teacher in this subject. In regard to next year, however, it was resolved that consideration should be given to the question of whether an additional fee should not be paid by degree students taking the course Note: The fees of diploma (but not degpee) students have been increased. A letter wa 6 received from Dr Benson stating that he had been granted one of the three Carnegie fellowships. He asked for leave of absence during the, academic session of 1934, and suggested that his work be undertaken by Dr Turner and Mr Harold Service. —It was resolved to congratulate Dr Benson on this award, and to recommend council to grant him leave of absence subject to his making arrangements satisfactory to the council. Dr Benson suggested that during his absence Dr Turner be paid s £loo and Mr Service £2OO, or, if Mr Service cannot remain after the second term, Dr Turner £lls, Mr Service, £l5O, and Mr Hutton £ls. He pointed out the peculiar effect of the Superannuation Act which required Dr Turner to contribute on his additional salary and also required him to contribute on his full salary. He asked permission to leave Dunedin two days before the end of the session. The Director of Education wrote pointing out that Mr A. J. Woods and Mr W. G. M'Clymont had been over paid since April. 1932. The registrar was authorised to take the necessary action in this matter. Dr Dodds wrote asking that Mr W. 11. Hamilton be appointed as half time demonstrator in place of Mr 0. G. Hooton as from June 1 at. a. salary of £165 per annum. —The council is recommended to approve of this request. The dean of the medical faculty wrote urging the council to take stops to enlarge St. Helens Hospital to a capacity of 24 beds, and place it in the hands of the Hospital Board.—lt was resolved that this matter be placed before the council at its next meeting. » The following matters were also dealt with: —The committee resolved not to agree to a request from the Students’ Association that the interest on their loan be reduced to 4 per cent, as from its inception. The committee agreed to allocate an additional amount of £65 to the physics department l in respect of equipment for the year 1933. The registrar was authorised to purchase a new typewriter for the Medical School. The lowest tender for printing the museum report, viz., that of Messrs Robertson, M'Beath (7s per page), was accepted. The report of the committee and its decisions were adopted. WORKS COMMITTEE. The Works Committee reported as follows: — 1 Messrs Miller and White estimated the cost of installing sink, etc., in storeroom No. 5 museum at £l4. This work was ap-

proved. The other recommendations of the architects were also approved. Progress payment certificates amounting to £42 17s 3d were passed for payment. The committee considered a letter from the Amenities Society suggesting certain improvements to the grounds. —It was resolved that the broom on the bank of the Leith be removed; that the chairman con-, fer with the Amenities Society regarding the planting of scarlet geraniums in front of the Home Science School; that the dead willow be removed; that the society be informed that nothing can be done regarding the reinstatement of the Memorial Walk within the University grounds until the City Council settles its general scheme concerning the Leith bank; that the chairman be given power to act regarding improvement to the walk on Leith street near the lawn tennis courts; that no alterations be made to the grounds roimd the administrative block. W A letter was received from the town clerk, Dunedin, setting out the position regarding the supply of water to the University in the year 1906 and 1907. Certain remissions of rates had been granted, but there the matter had ended. This communication was received. .... The report of the' committee, with its decisions, was adopted. HEATING IN THE MEDICAL SCHOOLS. The sub-committee set up to deal with the question op heating in the Medical Schools—the chairman, Mr Wallace, and Dr Inglis—reported as follows to the Works Committee: — ~ , *• The sub-committee has considered tenders for the installation of heating in the Medical Schools from J. Hall and Sons, John Chambers and Son, and the Iron and Steel Company:—New Medical School, J. Hall and Sorts, £l7O, Old Medical School £130; John Chambers and Sons, £268 10s and £175; the Iron arid Steel Company, £238 15s and £l6O 15s. The committee recommends that the. tender ot J. Hall and Sons be accepted in respect of the installation at the Old Medical School. It is further recommended that the installation at the New Medical School be not. proceeded with in the meantime, in view of the large stock of coke, whilst it is also deemed desirable that the council should- see whether the installation in' the old Medical School is satisfactory before the larger installation is made in the new school.” • It was resolved by the Works Committee that the report be referred back to the sub-committee, together with Mr Dove, to report direct to the council, ami the sub-committee was authorised to obtain prices in connection with the proposed installation of an automatic stoker in the Home Science building. The report was adopted. The sub-committee affirmed the previous recommendation of the committee, viz., that a Vale type of heater, as quoted by Messrs Hall and Sons in the sum of £l3O, be installed in the Old Medical School. The committee also reported having instructed the calling of tenders for the installation of an automatic stoker in the Home Science School. HOCKEN LIBRARY COMMITTEE. The Hocken Library Committee reported as follows: — ' ' A statement showing a credit balance of £123 7s 8d on the books account was submitted. Accessions by gift and by purchase were noted and inspected. The purchase of two books was confirmed. It was decided to request the University Corincil to provide for adequate heating of Hocken Library as early as possible. t The report was adopted.
