RUGBY, June 17. (Received June 19, at 5.5 p.m.) Admiral Sir John Kelly has been appointed Commander-in-Chief at Portsmouth in succession to Admiral Sir Arthur Waistell. Admiral Sir John Kelly was in 1931 appointed Commander-in-Chief of the Atlantic Fleet.
