THE MINISTER’S PROPOSAL
COMPLETE REVERSAL OF POLICY.
(Per United Press Association.) WELLINGTON, June 10. Mr Hay, president of the Wellington District Law Society, says that if he understands the pi-oposal of the Minister of Justice (Mr J. G. Cobbe) correctly with regard to the more frequent use of justices of the peace in the Magistrate’s' Courts, they involve a complete reversal of the policy of preceding Governments. IFor many yea'rs past the aim of the department has been to attract to the Magistrate’s Court bench men of sound legal knowledge and fair judgment, and, secondly, to extend the functions and jurisdiction of magistrates. The appointment of unqualified persona to the bench would, in his opinion, result in a weakening of public confidence in the administration of justice by magistrates. The comparatively small number of appeals to the Supreme Court at the present time shows the respect the public generally and the profession in particular have for the magistrates’ decisions.
