A COLONIAL MANDATE TO ABSORB HER YOUTH. GENEVA, September 28. In addition to a settlement of the armament and reparations questions, the German Government is obliged to consider the need of colonisation. The German delegate to the League of Nations, Baron von Rheinbaben, voiced that opinion in an interview. “ Germany will not demand the restoration of the status quo, but she will be satisfied if the nations accept the principle that young Germans arc entitled to settle as a community abroad,” said the Baron. “ They would thus escape the bitter destiny of permanent unemployment. “ The idea that Germany is unfit to hold a mandate is surely absurd. We do not, however, desire to claim any specific territory. If our aspirations arc directed at a particular place, it is not the Pacific, but Africa. “ Dr Schnce, a former Colonial Minister, does not voice the Government’s policy, but, of course, Herr von Papen cannot ignore the powerful and widespread, even if extreme, opinion which Dr Schnee represents. The Chancellor is not likely to raise the question until, the reparations and armaments problems are settled, but it cannot be too long deferred.
