SHANGHAI CONFERENCE OPTIMISM EXPRESSED (British Official Wireless.) (United Press Association.) (By Electric Telegraph—Copyright.) RUGBY, March 19. The formal conference between the Japanese and Chinese representatives is being continued in the presence of representatives of the -Great Powers with an interest in Shanghai. The conference, which was directed towards effecting a permanent cessation of hostilities, was in session for two hours, and a further meeting was held later. At the close of the morning session optimism was expressed regarding the prospects of a settlement of peace terms at the later meeting.
