CHICAGO’S WATER SUPPLY TREATY VIOLATION . ALLEGED. OTTAWA, March 18._ Alleging that Chicago is openly violating the treaty by taking four times as much water as was agreed upon from Lake Michigan, Senator Casgrain urged the Senate to ask Britain to demand that the United States should respect the treaty pact negotiated through London.
