THE CLOUDS LIFTING
FAR EAST DISPUTE PEACE NEGOTIATIONS SHANGHAI, March 19. (Received March 20, at 9 p.m.) , What is regarded as the final meeting to secure a Sino-Japanese agreement was held this morning at the British Consulate. Yesterday the Japanese Minister, Mr Shigemitsu, received final instructions from Tokio signifying the Government’s willingness to confine the proposals to three points, namely:— 1. The Chinese troops to remain in their present position pending a later settlement of the political aspects. 2. The Japanese troops to withdraw to the International Settlement and from the extra settlement roads in the Hongkew district.
3. A joint Sino-Japanese commission, with neutral members, to supervise withdrawal and the administration of the evacuated areas.
Later the foreign Ministers announced that matters were proceeding smoothly. The two countries have been brought closer, and it is anticipated that a complete settlement will be reached this evening.
NEW MANCHURIAN STATE. ' CONVOCATION OF PARLIAMENT. SHANGHAI. March 19. (Received March 20, at 8 p.m.) A proclamation announcing the convocation of the first Parliament early in July will mean the introduction into this country of the first modern legislative system by the new Manchurian State.
