PARIS, January 14. (Received Jan, 14, at 8 p.m.) M. Laval announces that he has formed a Cabinet, with himself as Foreign Minister and M. Tardieu as War Minister. M. BRIAND NOT INCLUDED. PARIS, January 14. (Received Jan. 14, at 9 p.m.) Although M. Briand is not included in the new Cabinet he has been invited to give members the benefit of his experience. The Ministry will meet on Tuesday.
