MEASURES FOR RELIEF SPECIAL COMMITTEE SET UP. WASHINGTON, September 1. Mr Gifford announced the appointment of Mr Owen Young as chairman of the committee “on the mobilisation of relief resources” to co-ordinate the collection of a fund for the unemployed during the coming winter. A previous message stated: President Hoover has appointed Mr Walter Gifford (president of the American. Telephone anil Telegraph Company, one of America’s largest corporations) to create a super-organisation for meeting the unemployment crisis during the , coming winter. The President thus hopes to avoid the threat of Socialistic legislation. He plans to meet the situation through a policy of local initiative, with the Federal Government acting as a central co-ordinating body. The President indicated that he will fight every proposal for the enactment of direct relief by the Federal Government.
