Owen tendered.his resign nation as borough engineer to.the Oapiaru Borough Council last night. The resignation was accepted, Mr Owen being granted three months’ leave of absence. BREEZE IN BOROUGH COUNCIL When a recommendation from the Finance Committee—" That a committee be appointed to investigate the Trading Department and ascertain if economies could be effected ” came before the Oam,aru Borough Council last night, Cr Colquhouri'" moved the *dfeletion of the clause, maintaining that if the clause were carried it would be avraotion of no-confidence on the chairman and members of all committees.

Cr Cooney seconded the motion. Cr Familton, moving the adoption of the clause, stated that the clause was.not aiming at any particular department, but the Finance Committee.- thought it desirable that all departments should be reviewed. ' v ' .. Cr Milligan stated that other councils were making inquiries to see if economies could be effected. He thought the clause a proper one and seconded its adoption. Cr Butterfield urged the deletion of the :to investigating' all concerns 'bf the council. V ' 1 Cr Cooney said he took the clause to meatEtthe Gait Department." , :'Hc ::had known for some time that Cr Familton had , been very busy concerning the. work--dng of the Gas Department. ■ -He (Cr Cooney) would sooner be in a than imakirim suppositions without fa’cts. ‘ The position has become; intolerable to and the gas manager,” he said; Cr Famil---ton had not gone to the-department, but had been adyised by people on the street just as one-councillor had-been told they could not cut down the working of the department by £IOO. He (Cr Cooney) made the : statement because he considered the clause a direct and veiled threat against the Gas Department, Cr Familton rose to a point of order, ;but Cr. Cooney retorted that he was not going to allow the statement to go out. Cr Familton interjected that he was not attacking Cr- Cooney’s department. Cr Cooney replied, <f -No. not now or ■hereafter.” The figures.of the department ■were as. follow:^-1929;‘wages £3901/ re-: ceipts £10,647; 1930, £3786, receipts £10,714; -1931, whge's ■' -£3791, receipts £11,296. . In' 1928' the ratio- of expenditure to. receipts Was SO per cent., , and in 1931, 73 1-3 per cent: ■ When the council reduced the price'of gas Cr Familton said they should "decrease'working' costs, find ;the council had reduced costs 6J per cent. If the department was a trading concern they would have had a 121 per cent, dividend for shareholders. He thought it a deplorable and contemptible thing for Cr .Familton without a tittle of evidence tosay - that economies . could effected. He was sorry for speaking .-so strongly, but he 'felt the matter keenly. ’ Cr Familton said he was rather sur-prised-that-Cr Cooney, had lost his temper, ■which:Cr Cooney.denied. : . • Cr Familton added that he was surprised Cr Cooney had attacked another councillor in such a fashion. He had gone to the. manager of > the gasworks and suggested to him that if any economies , could be -effected in the gasworks they would be very welcome. He had always given -the -manager (Mr Grenfell) great credit in looking after the gasworks, and on several occasions as chairman of the Finance Committee had complimented him on his work. He could not understand why Cr Cooney took it as a slight on the Gas Department. The council- had reduced the Tates and- maintenance account, and if they could save money for the ratepayers, then it was up to them to do so. He was not making overtures, but was stating plain, bald facts. , ; Cr Colquhoun stated he did not think the discussion would have become so heated; A reduction in the price of eras had been made and the department was entitled to a fair run for a while. So far it had not been proved that any department was not being run economically. He could see no reason for a special committee or that any good purpose would be served. ; ; Gr Cooney'stated'that the profit of the Gas Department in 1930 was £llOO and iff 1931 £1763. '

Cr Kirkness said -lie was surprised at the turn the disaussion had taken, and he was astounded at the attitude taken by Cr Cooney. He felt they should welcome any investigation, and he felt sure Cr Familton had no particular department in view.

Crs Marshall and Tail supported the proposal to make investigations, but Cr Wils° n contended that there was no necessity for it. ; . ; . .... After further discussion, the clause, on the motion of Cr Cooney and Cr Colquhoun, was referred to a joint committee of the whole council. . The Mayor stated that it was not the intention of the clause to reflect on one department, Cr Milligan adding that lie hoped councillors would approach the question in an unbiased way. BLAZE AT HYDRO Yesterday . afternoon fire destroyed seven huts' in the single men’s quarters of the camp, at-the Waitaki Hydro Electric Works. The flames were fanned by a strong nor’-wester, hut the outbreak was overcome by pulling down several huts to form a break to the advancing flames. Fortunately, the outbreak started in a . corner of the camp, or otherwise there was a grave danger of the whole of the camp being swept by flames.
