Cr Wilson reported that he and the curator had inspected the memorial trees. Some name plates had been transferred to other trees, rendering the plan useless, and 10 -trees required replacing. —lt was decided to plant the replacements this season and that a new plan be made. An offer made by Cr Colquhoun, on behalf of the Oamaru Returned Soldiers’ Association, of £ls on a £ for.£ subsidy for urgent work in the gardens, was accepted with thanks. Cr Colquhoun brought forward the question of the right of ratepayers to pay instalments on rates. —After discussion, during which it was pointed out that the office -would accept the payment of instalments, it was agreed that no further action be taken. Cr Wilson reported that there were 300 dead Douglas fir trees on the reserve, and it was agreed to replace them with pines this season.

THAMES STREET TREES The Works Committee reported to the Borough Council last night that it had no recommendation on the question of moving the trees in Thames street north to Central avenue. —Cr Kirkness moved an amendment that the committee take into consideration the planting of one block in Central avenue. The labour cost would be nil to the council. —Cr Familton, in seconding, urged that a report be obtained from the curator as to the possibility of transferring the present trees tq Central avenue.—Cr Colquhoun commented that they had got into trouble a short time ago, and had been called axemen. Now they wanted to cut down trees in the main street. —Or Bain stated that the curator had given him to understand that the trees could be removed with a minimum of cost. —Cr Crawshaw said he understood that the trees could be shifted, but they could plant young trees later when they would be in a better position. The council had spent nearly £IOOO on the two blocks. He liked the avenue of trees, but he considered that the trees should not be transferred when they could be replaced at the cost of 3s each. At present the trees had made little progress, and were no credit to 20 years’ old trees.—Cr Milligan favoured Central avenue, but did not think the council could face the cost of roadmaking this year.—Cr Kirkness asked if it was more essential to chip grass off the sides of the streets or put in a central avenue of trees. —Cr Colquhoun stated that they should consider utility work for the unemployed, such as the north end drain.—Cr Familton said that an expert opinion should be sought and asked what the road would cost. —Cr Crawshaw replied: “ Hundreds of pounds; the aftermath was the thing.” On a division the amendment was lost, onlv Crs Kirkness. Familton, and Bain voting in its favour. BOROUGH FINANCES AND UNEMPLOYMENT The Mayor reported to last night's Borough Council meeting that the Wuitaki Hospital Board had agreed to allow the council to proceed with the proposed road around Hospital Hill on the lines suggested.—Cr Milligan asked if the Works Committee had considered the development of the reserves in the way of forming roads and planting as one of the schemes for the unemployed.—Or

Crawshaw replied that with the chairman of the Reserves Committee they were considering schemes, but owing to the uncertainty of the times and the suspension of scheme No. 5 they were unable to go further. They had £9OOO to spend this year, and he found that they 1 hud already spent £2540 for 10 weeks to June 16. They could only do such works as were absolutely necessary will) the reduced wages. The wages bill was £BO a week. They would have to watcii every penny. A fortnight ago the engineer was told to dispense with the services of two men on the following day, but last Monday no reduction had been made. The engineer was told very plainly that the men had to be put off. He was the servant of the council, and must carry out its instructions. The engineer had an excuse which was no good to him (Cr Crawshaw). That was? a case in point. They would have to watch the expenditure from week to week and things they asked the committee to prosecute could only be done by the strictest co-ordin-ation between the staff and the committee. He could visualise the Hospital Hill road as a great asset to Oamaru, and the engineer estimated that the cost to the council would be £l5O, The Mayor commented that the road would not only go around the hill, but would eventu ally run through the reserve. Cr Milligan stated that the explanation was very satisfactory indeed. He sympathised with the committee over the financial aspect, but they should have schemes ready for the unemployed. —Cr Hamilton . pointed , out that m 1909 only £2OOO had been allotted for town maintenance, whereas this year £2500 had been spent in two and a-half months. Cr Crawshaw: Because the valuation was £42,000 instead of £129,000. ■ Cr Hamilton added that the figure for 1921 was £2IOO, when the valuation was £69,000. OAMARU ORCHESTRAL SOCIETY
