APPOINTMENTS ANNOUNCED. (United Press Association.) (By Electric Telegraph—Copyright.) WASHINGTON, November 30. It is announced that the Consul-general at Wellington, Mr Lowrie, has’ been assigned the Consul-generalship at Frank-fort-on-Main (Germany), and that Mr M'Donough, Consul in Sydney, has been assigned the consulship at Madras.
