The first part of the new motor laws will apply throughout England on Monday. An applicant for a driving license must sign a declaration of physical, fitness. It absolutely bars an applicant from obtaining a license if he suffers from epilepsy, disabling giddiness, fainting, or inability to read the number plate of a car at a distance of 25 yards. The age of a motor cyclist is raised ‘to 16. Careless driving becomes a new offence. There is a distinction between dangerous driving and “ driving without’ care and reasonable consideration for users of the road,” The penalties are virtually doubled. Pillion riders must use an approved seat and ride astride. Only two are allowed on a solo motor cycle. Joy-riding, which is the old term for car stealing, is now a punishable offence. The speed limit will be abolished on New Year’s Day.
