WORLD DISARMAMENT
ATTITUDE OF BRITAIN. IN ACCORD WITH DOMINIONS. (British Official Wireless.) (United Press Association.) (By Electric Telegraph—Copyright.) RUGBY, November 30. (Received Dec. 1, at 5.5 p.m.) The Foreign Secretary (Mr Arthur Henderson), speaking at Cardiff, referred to the situation regarding dis armament. Under the terms of the General Act of Arbitration, which he indicated the Government was acceptin' 7 , every dispute would be referred to an impartial arbitral tribunal. He added: As the. result of discussions at the Imperial Conference we may now hope that all the self-governing dominions will act with us in taking this new and step. The British common wealth having given the lead, other Powers, I am certain, will • follow her example. We shall then have made an other great step forward toward the com pletion of our system of safeguarding against war.” On world disarmament the Government was also in complete accord with the dominions. The pre paratory commission on disarmament at Geneva was making very satisfactory progress and he could not apprise too highly the work of Lord Cecil. He con tinued “ Plainly we must have some limitation of the manpower which is to be maintained if the treaty comes into operation. We must have some limits tion of material, we must have publicity so that we may know what the Governments are doing, and we , must have some sort of supervision and control by a League of Nations Commission, whose task shall be to ensure that the limits included in the disarmament treaty shall be subject to revision, and, if the experience of the first five years shows that the treaty needs improvement we will be in a happy position to set about making that improvement when we have the work of the preparatory commission completed. We hope that before many months there will be fixed a disarmament conference representing the whole world.
