GREEN ISLAND BOROUGH.

MONTHLY MEETING OF COUNCIL. The monthly meeting of; the Green Island Borough Council was held last evening, there being present the Mayor (Mr W. T. Smellie), Crs J. L. Miller, T, Tomkins, J. Passmore, G. Orange, A. Logie, T. D. Webster, and T. M’Ahan, ENGINEER’S REPORT. The "borough engineer (Mr F. J. Williams) submitted the following report on the work done during the past few weeks:— Two additional men had been employed since last meeting of the council and A. Callander had been engaged by the West Harbour Borough with the grader for a considerable portion of the time. The expenditure on wages amounted to £IOO 3s 3d. Main Highways.—Dunedin-Invercafgill: On both Brown’s Hill and Lookout Point sections the grader was employed on surfacing and maintenance. Brown’s Hill section had now been laid in bituminous concrete from the end of the tarred macadam portion to the boundary •of the borough. The type of construction was similar to that of the county portion of this highway. The material was laid on the metajled portion of the road after sweeping, and consequently the permanent level would now be increased in height by the thickness of the new work. When the shoulders had been made up, this portion should be a permanent work requiring little, if any, maintenance. Similar work was being carried out on the Lookout Point section, and with favourable weather should be completed within the next fortnight. The detour streets— Short street and Kaikorai Valley road—•were taking the traffic during the progress of the . work. Green Island-Taieri Mouth.—This highway was maintained in good, order by grading and no extra material had been required. Plans and specifications for the concrete bridge over the Kaikorai Stream had been returned from the Main Highways Board approved with the addition of a tarred, macadam top l of two inches in place of metal. Authority had been asked to call tenders for the work, but as the season had so far advanced it was a question whether the risk was not too great from frosts to undertake the work until the spring of the year. The old structure could be maintained at small cost until that date. Circular from Main Highways Board. — A circular had been received from the Main Highways Board requesting information as to royalties collected under section 173 of the Public Works Act, 1928, and a reply should be sent that the borough had not collected any royalties under this section, James street to John street. —A petition had been received from 18 residents in the vicinity for a footpath from the end of John street to James street. James street was cut off ,from John street by a very deep gully, which drains a large area of country to the west. A culvert had lately been renewed at the topot James street, and increased the carrying capacity. It would seem necessary in providing access in this locality to have either a culvert or small bridge across the creek. All that could be provided would be a zigzag footpath, which would even then be made on a steep gradient. Without providing any crossing over the creek it would possibly cost £2O to make the path, and the engineer was of the opinion that there were many more urgent works required than the connection requested in the petition. General.—The principal work carried out since his last report had been the clearing of grass from the water-tables and footpaths in the Main road, Short street, and Kaikorai Valley road, and tne "ravelling of the footpaths. The report was adopted. W ATER AND LIGHTING COMMITTEE. ; The Water and Lighting Committee submitted the following «P ort ,-™ usual attention had been given to the water supply system during the month and new service connections made when applied for. The waterworks material tor the extension in Concord and Owen street came to hand, and the pipes had been carted to a convenient site qmcparatorv to putting the work in hand. The material arrived in excellent and was in accordance with the specifications. The work would be put An hand during April. Meters were read on the una hist and meter books with accounts made up and handed to the town clerk. Water received from Dunedin City Coi poration for the quarter amounted to 8,303,000 gallons, at a cost of £2OO Is Gd. —The report was adopted. WORKS COMMITTEE. The following recommendations were placed before the council by the Works Committee:—That the engineer report on the cost of a footpath and formation of the road. Victoria place; that the engineer should attend to the drainage from E. Ritchie’s, between Dali and James streets; that the engineer report on the cost of forming footpath in Kunciman street, between Bmnie and Neil streets; that tenders be invited for the construction of a bridge on Brighton road tenders to close on May 24, 1930—The recommendations were adopted. It was decided that the culvert at the end of John and James streets be piped. The question of the noxious weeds m the borough was placed before the council by Cr Orange, who stated that a certain section in the borough was a disgrace.—The town clerk explained that the owner of the section had let a contract for the destruction of the weeds, but the contractor had ns yet failed to start the work. FINANCE COMMITTEE. In moving the adoption of the Finance Committee’s report Cr Miller stated that up to the end of the month the debit balance, including wages paid, amounted to £854 IGs sd. During the last week in the month, however, .the receipts: had amounted to £852 15s 6d, the bulk of this money consisting of refunds from the Highways Board. These receipts wiped out the overdraft with the exception ot £2 Is, to which must be added interest on overdraft. This information, however, had not yet been received from the bank. He considered that the borough’s finances were in a very healthy state as the rates still outstanding amounted to £250 or £3OO, and in his opinion the borough had entered upon- a much more prosperous period than that just ended. —The report was adopted. A letter was received from the town clerk, Dunedin, stating that a meeting of representatives of local bodies would he held in Dunedin on April 15 to consider the appointment of group traffic inspectors and asking if the council would be represented at the meeting.— It was decided that the Mayor and engineer represent the council. On the motion of Cr M’Ahan it was decided to donate £5 towards the Obstetrical Fund.
