PERSECUTION OF JEWS. RABBI EXONERATES SOVIET. (United Press Association^) (By Electric Telegraph—Copyright) RIGA, February 27. The chief rabbi of the Minsk region, in a statement, exonerates the Soviet from all blame for persecution of Jews in Russia. He adds; "The Soviet is the only Government which has successfully combated anti-Semitism Where synagogues have been closed down it is because congregations have expressed a desire for it." Cierical circles in Riga consider that the declaration is due to coercion, THE INTERCESSION SERVICES. POSITION OF CHAPLAINS. LONDON, February 28. (Received Feb. 28, at 11.30 p.m.) The Daily Telegraph says that , the Government, through the Army Council, the Admiralty, and the Air Force, has notified service chaplains of the inadvisa* bility of them participating in the intercession services on behalf of Russian Christians on March 16.
