(Received Feb. 28, at 9 p.m.) The Paris correspondent of the Daily Herald states that the Radical Socialists maintain their refusal to join any Government under M. Tardieu, but they are willing to participate in the Cabinet if he occupies only a minor position. The deadlock is for the present complete.
