CAPITAL PUNISHMENT
PROPOSAL FOR ABOLITION. COMMITTEE HBAfiS EVIDENCE. (United Press Association.) (By Electric Telegraph—Copyright.) LONDON, February 25. “ The death penalty is the only thing which prevents London becoming another Chicago, with revolver battles up and down the streets,” was the opinion of Colonel Hales (Governor of Parkhurst Prison), expressed to the Capital Punishment Committee. “ Furthermore,” he said, “ abolition would mearl it would be necessary to arm th_ police, which is at present the only force in Europe unarmed. It would also be necessary to arm warders. The gallows are the only just retribution for cold-blooded murder. Daily association with convicts has taught me that professional burglars and motor car thieves would not hesitate to murder anyone to evade arrest.”
