THE MOVEMENT OF CAPITAL.

TO TBS tDtTOK. 83, —I read with very keen interest the letter over the signature of “ True Scot ” in your issue of the I2th inst., and, whilat agreeing with your correspondent up to a certain point, I must confess that in ay opinion he would appear to be unduly alarmed regarding the progress of Otago. The province certainly has during the past few years adopted the wise policy of “looking on” in order to see how northern ventures were turning out. Dunedin was not prepared to be experimented on for monkey gland treatment without first seeing how far successful the operation proved elsewhere. I think, however, there is ample evidence on all sides 4hat the dawn of a new and progressive epoch is becoming more marked daily. I am thoroughly in agreement with “ True Scot" when he expresses the opinion that Otago finance should aim primarily at fostering the resources of Otago herself. —-I am, etc.. Optimistic. Dunedin, November
