The Washington correspondent of the New York Times states that although the State Department indicates that it has received no definite inquiry relative to its attitude towards the proppsed Manchurian loan, the officials are inclined to believe that in view of the widespread protest in China against the flotation th© bankers will not care to proceed with the bankers, on the ground that any financing against popular approval is inadvisable. Whether the situation will change in a few months so that the loan will then be considered proper under all circumstances is for the future to determine.— A. and N.Z. Cable.

A message received on November 27 stated: —Washington cables report the Government’s endorsement of the Morgan South Manchurian loan negotiations for £30,000,000 at 6$ per cent. The loan money will be used in extending branch railways and to develop mining in Manchuria. The Japan Advertiser, representing American interests, intimates that Washington is now prepared to approve, notwithstanding China’s protests against political loans to interests at present actively absorbing one of China’s richest territories.
