FATE OF THE S 4 MEN. WEATHER AGAINST RESCUERS. (Press Association — By Telegraph—Copyright ) NEW YORK, December 21. , News from Provincetown states that when the line attached to the submarine parted during the gale the wreck was lost. It was announced on Wednesday that all hope of rescuing the crew had vanished. —A. and N.Z.'Cable. AN OMINOUS SILENCE. DIVERS RAP IN VAIN. NEW YORK, December 21. (Received Dec. 22, at 7.25 p.m.) Provincetown messages report that while the officials are convinced that the men of the S 4 are dead, divers descended this afternoon when the sea was sufficiently calm, but were unable at first to find the vessel, the buoy marking the spot having become loosened. The divers ultimately reached the ship, attached a line, and rapped ifi vain on the torpedo compartment. The divers proposed to continue work all night with the object of cutting a hole in the submarines side and filling the torpedo compartment with compressed air in an attempt to make the ship more buoyant. —A. and N.Z. Cable. PROTECTING SUBMARINE CREWS. LEGISLATION TO BE INTRODUCED. WASHINGTON, December 21. (Received Dec. 22, at 7 p.m.) Complaints are coming from practically every section in the United States charging the navy with failure to utilise modern inventions to protect the lives of officers and men in submarines. These complaints resulted in the introduction of a resolution in th e House of Representatives for an independent investigation into the S 4 dis. aster, irrespective of the navy inquiry, with a view to legislation for the introduction of safety appliances. —A. and N.Z.
