FRENCH MOBILISATION PLAN* TAKING m CHANGES. (Pres* 'Association—By Telegraph—Copyright! LONDON, March 8. (Received March 3, at 11 p.m.) The Daily Telegraph’s Paris correspond dent states that following on M. Painlove’s announcement that the work on the frontier defences would be started in July, comes the news of the imminent introduction in Parliament of a Bill under which France will become virtually a nation in arms, all classes of both sexes Laving their allotted duties and tasks. It is argued that under the future conditions of warfare the whole population will be liable to be the victims of hostilities, and therefore they must share in the country’s defence. It is understood that the Bill will provide a niche for every adult, while every Ministry must include a defence department covering its own sphere. Another Bill will follow reorganising the army. The Government insists that these measures do not indicate a loss of faith in disarmament.—A. and N.Z. Cable.
