LORD CHELMSFORD TO SIGN DOCUMENT’S. (Press Association—Bj Telegraph-Copyright.) NEW YORK, February 10. (Received Feb. 1-1, at 5.5 p.m.) Viscount Chelmsford has arrived. His declared mission is purely ministerial — namely, to sign the loan documents on behalf of the New South Wales Government, He is not authorised to discuss the possibility of further New South Wales financing here. He expects to remain in New York for about 10 clays. He will hten pay a short visit to Canada, after which he will return immediately.— A. and N.Z. Cable.
