The Commonwealth Government hai decided to appoint a Commission to inquire into the effect upon the States of the abolition of per capita payments, and other Commonwealth financial proposals. Mr Bruce, in announcing the appointment, said that at present the States resolutely refused to accept the figures which the Commonwealth submitted, and the Commonwealth equally firmly objected to the figures put forward by the States. Thus an impasse had been reached, and unless something were done to remove it there was no alternative but for the Commonwealth to proceed with the proposals which it had placed before Parliament on the basis of the figures already submitted. In order to avoid this, the Commission. which was impartial and contained an equal number of State and Commonwealth representatives, had been appointed.
