CHANGES IN POLICY. (Per United Press Association.) AUCKLAND, December 18. Among the tramway proposals to be submitted to tho next meeting of the Auckland City Council is one aiming at the institution of penny section fares and the adoption of 80-ehain sections. Other matters covered by a notice _of motion arc the advisability of adopting a suitable transfer system for all distance fares to be reduced pro rata to tho distance travelled, the omnibus business to be made departmental under the bus submanager. ________
