MOSGIEL BOROUGH COUNCIL.

The monthly meeting of the Mosgiel Borough Council, hold last night, was presided over by the Mayor (Mr J. P. Walls). Cra J. Garrett, J. Mitchell, L. S. Dyer, Jas. Henderson, G. A. M’Lood, and John Wright, jun., were also present. Prior to the ordinary business of the council being proceeded with, the Mayor made fooling reference to the death of Mr F, Seaton, of Fairfield. The late Mr Seaton had lived for many years in Mosgiel and occupied a seat at the council table. Many of the important works of the borough had been earned out under his direction when ho was chairman of works, and the amount of time and care he had bestowed on these was more than generally devoted to such work by a councillor. Apart from his work as a councillor, {ie had taken a prominent part in many activities in the borough, which had all profited by his help. The Mayor moved that a letter of sympathy be forwarded to Mrs Seaton. As a mark of respect to his memory, the council stood in silence for a few moments. The Chairman of Works and the Clerk reported on a visit made to Whare Flat, where a conference was held between representatives of the Dunedin City, Taieri County, and Mosgiel • Borough Councils and the Otago Motor Club. The meeting was held to consider the advisability of erecting a small motor traffic bridge over the Silverstreani, instead of laying a concrete bed across the ford in the Silver stream on the through road from Dunedin to the Taieri. —After a full survey of the position, it was decided that the Taieri County should prepare a plan of the class of bridge required and submit this to the City Council and the Motor Club. The Finance Committee reported that the receipts for the month had been £192 19s lid; and ‘ recommended for payment accounts amounting to £266 12s. The band pass book showed a debit balance of £9BO 9s 3d. The Town Clerk having drawn the committee’s attention to the position in regard to outstanding rates on the Melville Park Settlement, it was recommended that the borough solicitor be instructed to take proceedings against all defaulters forthwith. The committee having given full consideration to the purchase of a picture plant recommended that' the council’s offer to Mrs Ryan for her complete picture plant (as enumerated) be confirmed. Fourteen applications had been received for the position of manager of the- picture theatre, and after haying duly considered them, the committee recommended that Mr FI. W: Swailes be appointed upon the terms and conditions as set out in the specifications of duties. —Report adopted. The Works Committee reported as toilows. —Roads and works; The footpath in Church street has been formed and ashes are now being spread on it, 27 loads having been delivered to date. All the gravel footpaths have been gone over with the grubber and then harrowed. The watertables in Mure street from Argyle street to the end have been cleaned. In Gordon road a light blinding of clay has been spread over the road and it is now ooing finished off with a coat of gravel down -.he centre, 90 loads having been spread to date. All scour and air valves have received the usual attention. All dead ends in the borough have been run off d the sew r ers flushed. The pipe lines at Gow’s Crossing has been covered where it ioo.i-.td during the freshes. A defective semes has been Repaired at Wingatui and two new wuiectjons for outside consumers in Factory road have been put ; n. 'three days have been spent at the septic tanks in desludging - the receiving tank and septic tank, cleaning filter beds and distributors. New sewer connections have been I ut in as follows: —Messrs A. F. Cheyos, Bush road; A. E. Bacon, Church street; W. M’Leod, Montrose street, and we are now engaged on the sewer extension in Inglis street for Mr Stephens.—lt is ■•©commended that the blinding of gravel on Gordon oad be continued as far as is considered neces sary; after which Bush and Factory roads receive attention; that two trucks of metal be ordered for repairing the worst holes in Factory road. In regard to water extension to Gladstone road to Riccarton road —the clerk having submitted an estimate of the cost of this work —(£927 its fid), the committee recommended that a copy of it be sent to the applicants informing them that the council was prepared to proceed with this work upon the persons interested guaranteeing the payment of the amount. The cutting of the grass in the borough streete to be left in the hands of the chairman of the Works Committee' to make the best ’arrangement possible for having it done forthwith. Drainage reserve tffrough borough: The clerk having raised the question whether this 6ft drainage reserve from Gordon road to the borough boundary is not being alienated from the council, the committee recommends that the clerk be instructed to confer with the borough solicitor in order that he may make full inquiries into the matter and report to the council. Respecting motor house at well, it w’as recommended that the inspector be authorised to proceed with the erection, of the house forthwith: recommended that a traffic turning block bo installed at the intersection of Gordon, Factory, and Bush roads; and that the inspector be instructed to investigate forthwith the cause of the alleged nuisance arising from septic tanks in Gladstone road. Building permits had been granted to J. Tweed, motor garage, Irvine street; J. A. Aitken, additions at Air J. T. Leary’s, Gordon road. A plumbing permit had been granted to F. E. Caley for R. Fisher; and an application for connection to sewer and drainage permit had been granted to J. Farrell for R. Fisher. Report adopted. The Reserves Committee reported that an application had been received from Captain Satterthwaite. Defence Department, for use of recreation ground on December 15, 16, and 17 for 20 mounted men for annual military training. The committee regretted that owing to the use_ to •which the ground was put they must decline this application. An application had been received from Lieutenant Pugh for use of recreation ground on Saturday, December A, for local Territorials for battle drill. Ihe committee recommended that this application be granted. —Report adopted. CORRESPONDENCE. The District Land Registrar, Dunedin, forwarded an application from Messrs John Reid and Sons (Ltd.) to bring sections 4, 5, and part of 6, block VI, East Taieri district. containing 155 acres 1 rood _ 20 perches' under the Lands Iransfer Act, 192 . unless caveat be lodged forbidding the same within one calendar month.— Approved. The State Fire Insurance Office notified that the 30th inst. was the renewal date for the council's accident insurance under the Workers’ Compensation Act, and solicited a continuance of the business. — Renewed. The Minister of Railways forwarded correspondence regarding the establishment of district advisory boards. —Received. The Municipal Association of New Zealand asked for remits for the next conference of municipal delegates.—Received; the council forwarded a remit asking that the period for which councillors are elected be extended longer than at present. A letter was read from the Waihemo County Council regarding the Otago Motor Club’s proposal to reconstruct the main highways.—The Chairman of Works reported on the interview the Otago Motor Club had had with representatives of the Taieri County and Mosgiel Borough Councils. —Received. The heavy traffic mileage returns from owners resident in the borough were laid on the table. —Received, all being in order. GENERAL. At tlie. close of the order paper the Mayor mentioned that the meeting was the final one for the year 1926. He referred to the work of the year just closing and thanked the council for the time they had given in the interests of the borough. He expressed the hope that they would all enjoy the festive season, and return to the table in January renewed in health and vigour to carry on the work which the ratepayers had elected them to do. —The councillors in turn acknowledged the Mayor’s good wishes, and asked him to convey to the mayoress and family the council’s best wishes for Christmas and the New Year. —An adjournment was then made to the Mayor’s home, where Mrs Walls entertained the council at supper.
