The Government is proposing a measure to (1) Reduce the period of compulsory service to one year. (2) Increase the number of professional soldiers. (3) Charge the civil and military agents with the maintenance of internal order. (4) Provide for the formation of mobile Republican guards. It is expected that the proposals will build up a powerful military organisation, which will enable the utilisation of the whole of the nation’s resources in an emergency.
