PROSPECTS OF SETTLEMENT. DEFINITE OFFER BY MINERS. AN AIR OF OPTIMISM. (Press Association—By Telegraph—Copyright.) LONDON, September 22. Following last night’s interview with Mr Baldwin, the Miners’ Executive for the first time put forward specific proposals as the basis of a coal settlement. There was a series of important meetings to-day. The executive remained in continuous session all day, while the leaders in the afternoon had a long conference with the Cabinet's Coal Committee at the Ministry of Labour. The miners’ leaders later went to Downing Street to see Mr Baldwin. They attempted to cover their tracks by leaving the Ministry of Labour by a back door and proceeding by a devious route to Downing Street. At 5.30 the remainder of the executive, who were on the tiptoes of expectancy for an important development, learned that they would not be required further till tomorrow. The Stock Exchange tone in the afternoon improved markedly on nn unconfirmed rumour that the strike was settled.
