Painkve, as Minister for War, providing for the organisation of the. nation for war. It is pointed out that, although during the Groat War all the resources of the belligerents, both of men and materials, were eventually mobilised,. it took time, and the organisation bad to bo improvised. \ The French Government now intends to make it possible, in case of war, to harness the whole nation immediately far the purposes of national defence by issuing the necessary orders.—The Times.
