The assertion in Glasgow that a member of tho Reichstag (Dr Stocker) did not attend the Communist Congress, but was impersonated by a German resident, has been confirmed by Cologne advices. Authoritative Comrmisist. circles there declare that neither Dr _ Stocker nor any other German Communist went to Glasgow. This was the result of the British official embargo. —-Reuter.
