Pres* Association—By Telegraph—Copyright. CAPETOWN, September 13. Mr J. H. Thomas (Colonial Secretary) arrived from the North this afternoon and sailed for England. In an interview he said he considered) that South Africa was a good country for settlers with money, but there was no hope for the merely Unemployed and manual labour. He said he intended to visit the other dominions, but he declined to say which he would next visit. He expected to speak on the Irish question on the same day as he arrived in England. His secretaries would meet him at Madeira and put him an fait with the most recent developments.—A- and N.Z. Cable.
