SOVIET ENVOY TO LONDON. MURDERER OF THE CZAR Press Association—By Telegraph—Copyright, LONDON, August 25. (Received August 25, at 6.5 p.m.) The Morning Post’s Russian correspondent reveals that the Soviet is planning to appoint as envoy to London M. VoikoJi, who, as president of the Ekateringburg Soviet, in July, 1919, signed the warrant; ordering the deaths of tiro ex-Czar and the whole of the Imperial family and witnessed the carrying out of the sentence. The correspondent points out that tho Soviet tried to appoint M. Voikoff head of the trade delegation to Canada in 1923, but the then Conservative British Government protested.—A. and N.Z. Cable.
