MINISTERS IN FLIGHT. LONDON, June 3. The Rumanian revolt follows an accusation of corrupt administration made against the Government. King Eerdinand in a recent speech at the London Guildhall, in which he, invited foreign cooperation in the development of Rumania, revealed the fact that he was at loggerheads with' his Government, which desired to exclude foreign capital. The members of the fallen Ministry lied from Bucharest. The new Prime Minister is M. Averescu
