RIGHTS OF THE ALLIES. CONTROL OF THE RUHR. LONDON, June 2. The Allied demand for the restoration of military control in Germany cannot bo regarded as unreasonable, says The Times, Although 18 months ago Allied officers were satisfied that clisarmamant was almost complete, the inability to carry out inspections since the occupation of the Ruhr, necessitates a fresh inspection, to verify the German affirmation that disarmament has been carried out. This is specially necessary, as the Ruhr occupation and the reparations muddle has enabled militarists to increase their hold on public opinion. The attempt by successive Governments to delay the removal of control would strengthen the impression that there is something to conceal, especially in view of the Allies’ promise to limit control, it inspection is satisfactory. Germany could give a demonstration of good faith by acceding to the proposal, while France would counteract the influence of the extremists, if the Rhineland and Ruhr prisoners were granted an amnesty.
