FRANCE'S WAR DEBTS

OBLIGATIONS TO AMERICA. A SIGNIFICANT ANNOUNCEMENT, Praea Association—By Telegraph—Copyright WASHINGTON, December 5. What ia considered an important pronouncement on the French Government’s attitude regarding France’s debt to the United States was made by M. Paul Dmpuy, a French Senator, tbe owner of the Petit Parisian, and a close friend of M. Poincare. M. Dupuy said that France had always kept her word and honoured her signature and she had never denied her debts. Naturally' tbe question of reparations somewhat complicated the matter. “We are unable to pay you now,” he said, “because the Germans are not paying us; but France does not consider the German failure as freeing herself from ner debt to the United States.” Tiiese statements are deemed highly significant, because it is known that M. Dupuy recently conferred with M. Pomcare specifically to get instructions bow to answer American inquiries concerning the French attitude on the debt question. Observers discern an indication that France will presently seek to make a debt' settlement.—A. and N.Z. Cable.
