MANHOOD SUFFRAGE BILL. LARGE INCREASE OF VOTERS. Pros* Association —By Telegraph—Copyrri'it TOKIO, November 1. Under the Manhood Suffrage Bill, which is now being prepared tor submission to the Diet, the number af voters in Japan will be increased from 3,000,000 to 13,000,000. The indications are that the measure will be fought bitterly, but that it will pass.—Sydney dun Cable.
