Trotsky, in a vigorous speech reviewing international affairs, expressed the opinion that the general situation in Germany was favourable to a victory ,or the workers, who had not required active help. Analysing the probable attitude of the Powers, he declared that Britain was powerful only overseas. I ranee was unable to occupy the whole of Germany, though the bourgeoise were capable of acts of madness. • Poland had the choice of being a Russo-German barrier or a bridge. The Russian reconstruction efforts needed peace, but if war were forced upon Russia she would be confident of victory.—Reuter.
