The Miners’ Council passed a resolution in favour of the guarantee, but refusing th#other demands of the owners, as they would lead' to the victimisation of militant unionists. * The owners decided that prior to the resumption of work the miners must guarantee that strikes would be stopped; also that the managers should have the right to select the men .required, end to dismiss men without being questioned.
