A retrospective Bill restricting the rights of foreigners to acquire real property ,in France passed the House of Deputies without discussion, and it is now before the Senate. It has evoked diplomatic protests from several foreign Powers. It abrogates British companies’ rights under the treaty of 1862. It is contended that the depreciation of the franc has placed Frenchmen at a disadvantage in competition with foreign nationals. —The Times. Sun Yat-Sen’s troops have captured Shinni Ling, and are pressing on to attack Canton. It is reported that Chen Chiung--sling, who conquered the Southern Republic last cummer, has fled from Canton. —A. and N.Z. Cable. OTTAWA. January 10. At Windsor (Ontario! Judge Goughian declared that the Ontario law prohibiting the exportation of liquor to the United States was ultra vires. Judge Goughian hold that the Legislature had no power to prevent citizens engaging in the liquor traffic, though this might violate the laws of another country.— and N.Z. Cable. ROME, January 10.
