CONDITIONS OF FRANCHISE. (Pss United Press Association.) WELLINGTON, October 16. One of the conditions of the _ Tonguriro Lumber Company’s franchise is that it shall build a railway from Kahaki on the Main Trunk line to Tokaanu on Lake. Taupe. The matter was declared to be urgent, but counsel said the only man who knew all about the facts was Sir Francis D, Bell, ' and bo would not bo here till November; nor did they know where to communicate with him. The court gave an affirmative answer re mortgages, but deferred the other question.
