(Received Jan. 29, at 5.5 p.mu) The German Colonies Association has presented a memorial to the Chancellor stating that the mandatory system which applies to the ex-German colonies administered by England and France has proved a failure, and demanding the. establish ment of a neutral commission to invest! gate. The memorial urges the Government to endeavour to arrange that the property taken over may be preserved for the original owners.—A. and N.Z. Cable.
