Mr Miller, property custodian, has announced a plan by which 400,000,000 dollars of alien, property which has been liquidated in the United States will be held in America for the resumption of trade with the Central Powers. It is believed that if remittances were now made to the owners of tho abroad tho German and Austrian Governments would confiscate 95 per cent, ot the total. It is pointed out that the United States is not expected to apply the. confiscated property to pay the American reparations, since that woujd involve the confiscation of private property, which would be repugnant to feeling here.—A. and N.Z.
